How to change directory from c to d in cmd prompt

I'm trying to compile some java learning java currently, and to do so I need to change command-prompt's directory using javac. I was able to do it on the c drive as a test run using cd and the destination, but not having much luck with changing drives.

This will bring up the Command Prompt icon at the top of the Start window.

When I try to cd nothing happens. I was attempting to create a symbolic link in a folder on the d drive but cant seem to be able to change on to that drive in the command prompt. Change Drive and Folder in CMD. Changing the drive in Command Prompt.
I don't know what else to do here. Using the DIR command to see the contents of a directory. Change Default Program Files Installation Directory Location. It doesn't change the directory. How to Change Command Prompt Directory. Anyone know how to do this in command prompt.
